Creating a user that already has an account

After further investigation, this may not be the cause of the error. I will update this ticket once I have narrowed it down or will just cancel the ticket.

This is an assumption of what is causing the problem....if you attempt to create an account using an email address that is already assigned to another user, the system throws an exception on the Accounts Controller.
